J.M. Teague Engineering and Planning is nestled into the Town of Waynesville, a small town west of Asheville and the county seat of Haywood County, NC. Waynesville is not only the gateway to the Great Smoky Mountains National Park, the most visited national park in the nation, but it has 14 mountain peaks in Haywood County that are higher than 6,000 feet, more than any other county east of the Mississippi River.

JMTE History

J. Mark Teague, P.E., embarked on his “great adventure” in 2010 when he started J.M. Teague Engineering & Planning (JMTE) in the back of his wife’s toy store in downtown Waynesville, North Carolina. Prior to founding JMTE, Mark spent 13 years as a transportation engineering manager at the North Carolina Department of Transportation (NCDOT). He drew from the strong relationships he built throughout Western North Carolina and his extensive experience in project development and management to solve problems for clients while establishing his business as the only locally owned and operated transportation engineering and planning firm in the region.

Since 2010, we have grown to a company that employs highly qualified traffic engineers, planners, and support technicians excelling in a wide range of transportation engineering and planning disciplines. In June 2015, the JMTE Academy program was expanded to provide high-quality NCDOT-approved courses for transportation professionals, job site supervisors, and workers whose lives depend on safe roadway processes and procedures. This brought nationally renowned courses to the JMTE Academy curriculum. The JMTE Academy has since trained more than 4625 individuals (Flaggers, Installers, and Supervisors) with a goal to make sure that everyone – those who drive along our roads and those who work on them – gets home safely each day.

We have contributed to hundreds of projects throughout the southeastern United States over the years. We are honored to have so many clients continue to place their trust in our services and our mission. A few project highlights include producing one of the first combined city/county wayfinding master plans in the state of North Carolina, conducting transportation management for two major motion pictures, analyzing the traffic impact for a 900-student housing complex at a major university, and completing a school safety review for an elementary school in faraway Alaska.

Mark Teague, PE, CPM
Professional Engineer & Certified Public Manager

Mark Teague, Professional Engineer (PE), Certified Public Manager (CPM), serves as the principal engineer and owner. He has owned and operated J.M. Teague Engineering & Planning since 2010, serving many of the same clients and communities he did while at NCDOT. Mark’s primary role is project oversight, visioning, and forensic engineering including expert testimony as well as direct engineering services and facilitation of multi-agency collaboration.  He possesses over 33 years of experience as a transportation engineer, nearly 20 of those years were spent in three different divisions of NCDOT in western North Carolina. He is often noted as having the most diverse “mountain” traffic engineering experiences of anyone ever at NCDOT.  Mark Holds a Bachelor of Science in Civil Engineering from North Carolina State University with a concentration in Transportation. He is licensed as a Professional Engineer in North Carolina, South Carolina, Tennessee, Alabama, Kentucky, Florida, Virginia, and Georgia.  Mark lives in rural Haywood County with his wife and has three adult children. In his spare time, he likes to hike, camp, do yard work, and minor construction projects around their property.  Mark is active with the local Chamber of Commerce, SW Workforce Development, and his church.  He is a former Eagle Scout and adult Scout leader.

Denise Teague,
Finance Manager

Denise Teague currently serves as the finance manager at J.M. Teague Engineering. She started with the company in 2010 serving as a technical writer and public relations specialist. Her full-time role as finance manager started in 2017. 

The finance manager role includes staff payroll, accounts payable, company taxes, and accounts receivable. She also works with the team on contract management, insurance, financial reporting, and budget management. Denise works closely with the Work Zone Safety training program within the JMTE Academy to provide administrative support. 

Prior to her work with J.M. Teague Engineering, Denise worked in customer relations, social media development, marketing, nonprofit management, and grants management. She worked with at-risk and adjudicated youth and families as well as administered a research program on gang involvement. She administered youth and family services at several non-profits. In addition, she is the former owner and operator of Fun Things Etc., a Waynesville, NC-based toy store.

In addition to her professional roles, Denise is a lifetime member of the Girl Scouts serving as a Troop Leader for 2 troops as well as the Service Unit specialist for the area. She is involved with the Girl Scout cookie program. 

Denise is actively involved as a United Methodist with Love First Emerging Faith Community of Haywood.  Following the devastation of Hurricane Helene in the area, Denise has volunteered as the meals coordinator at Clyde Central United Methodist Church to provide hot meals to the community.  

Denise graduated from N.C. State University with a BA in History with a concentration in Education.

Dave Gildersleeve,
Client Relations Manager, Urban Planner

Dave brings over 46 years of professional urban and regional planning experience to JMTE.  Prior to joining the firm in 2019, Dave served as a Principal at Wade Trim Engineering.  In his more than 32 years with Wade Trim, he served as Senior Vice President and member of the Board of Directors along with managing public and private projects.  His areas of experience include comprehensive master plans, land development regulations, waterfront planning and design, parks and recreation master planning, downtown and neighborhood development/redevelopment studies and plans, visioning, public engagement, securing entitlements for large scale developments, DOT Project Development and Environmental (PD&E) studies and expert witness.  Before joining JMTE, Dave also served as Wade Trim’s Chief Business Development Officer for over 15 years.  His passion is to serve as a trusted advisor and resource to the firm’s public and private clients and contributing to their success.

As JMTE’s Client Relations Manager/Urban Planner, Dave is intimately involved in building strong, longstanding professional relationships with existing and new clients, targeting and securing new clients and projects, developing and implementing strategic pursuit plans, building teaming partner relationships, conducting quality control reviews, and assisting the firm’s Planning and Engineering Department staff on select project assignments.

Mark Blanton
Work Zone Safety Instructor

Mark Blanton has 35 years of experience in Work Zone Traffic Control as a contractor and service provider. He dealt with product implementation, development, and evaluation for various traffic control device manufacturers. During this time, Mark served on committees writing and developing specifications and methods related to traffic control devices and practices.  Starting in 2000, he served as a volunteer trainer for the NCDOT Work Zone and Pavement Marking events and continues to do so. He has been a full time Work Zone Certification Trainer with J.M. Teague and Engineering since 2021 with NC and SC as my area of concentration.

Critical to Mark is the safety of each and every worker who finds themselves working in a Highway Right-of-Way.  Moreover, providing safe and reasonable accommodation for those that encounter an area of work has been a fundamental principle guiding much of his career to this endeavor.

Mark’s educational background includes a Bachelor’s Degree from UNCW and a Master’s Degree from Duke University.

Mark has been married for 41 years and has one daughter and three grandchildren. His joys in life are spending time with his grandchildren and sailing.  He also plays guitar and mandolin. 

Jeffrey H. Moore, PE
Transportation Engineer

Jeff Moore is a retired Lieutenant Colonel with 28 years in the USAF and a seasoned civil engineer with extensive experience in traffic safety, highway maintenance, and emergency management. A longtime public servant, he has worked with the NCDOT and the City of Asheville, overseeing roadway construction, snow removal, disaster response, and traffic
engineering programs. He has also served as an adjunct professor for over two decades and holds FAA certifications as a pilot and instructor.

Currently, he contributes to his community as a Mills River Town Council member and Mayor Pro Tempore, focusing on smart growth and planning.

Candace Hladick,
Transportation Planner, GIS Specialist

Candace works as the project manager for many planning projects and has a wealth of experience coordinating with state DOTs, maintaining MUTCD compliance, and navigating encroachment permitting processes. She manages the company’s geospatial data collection and mapping. he also works with JMTE’s Engineers to design traffic signal and traffic control plans.   As an NCDOT Certified Work Zone Supervisor, she is safety-focused and detail oriented and her education in Low Impact Development plays a part in every project she touches.

Candace holds an AAS degree and GIS Specialist certificate in Low Impact Development from Haywood Community College in Clyde, NC.

She has served on the Planning Board for Haywood County, NC, and serves on the Board of Directors of the Western NC Chapter of WTS International.

Mike Prindiville,
Senior Engineering Technician

Mike joined JMTE in August of 2021.  He started his career in the United States Army and has worked in the Information Technology field for over 20 years. 

His area of responsibility is the Senior Engineering Technician for J.M. Teague.  He is also the Project Coordinator for NCDOT data collection, which means that he is responsible for gathering, processing, and report submission to NCDOT. Mike is also the State DOT Prequalifications coordinator.

Mike moved to WNC from Texas in 1999 and has established his roots.   He is a paranormal researcher/ghost hunter and an avid deer hunter.

Gray Terrell,
Engineering Technician 

Gray joined JMTE in February 2022. He is a native of Waynesville, NC and started his working career as a Manufacturing Engineering in the furniture industry. After 41 years working in the furniture industry, the last 21 years in Hickory, NC., Gray and his wife, Clara, decided it was time to retire in the Fall of 2021 and return to Waynesville to spend more time with family and friends.

His area of responsibility is an Engineering Technician for J.M. Teague. He is responsible for gathering and processing traffic count data for submission to NCDOT and assists other Engineers in Traffic Calming and TIA Reports.

Linsey Gigilotta,
Work Zone Safety Training Coordinator

Linsey M. Gigilotta, our dedicated Work Zone Safety Training Coordinator at JMTE, joined our team in February 2021. With a rich background in Sales, Marketing, Customer Service, and Management, Linsey brings a diverse skill set that enhances our commitment to work zone safety and education. Her journey began in the bustling world of Telecommunications in California with Pacific Bell. She later ventured into various internet startups during the late 1990s, where she honed her expertise in infrastructure networking.

As the Work Zone Safety Training Coordinator at J.M. Teague Engineering & Planning, Linsey plays a crucial role in ensuring that thousands of individuals and companies receive the necessary training to comply with their respective Department of Transportation requirements. 

Linsey’s connection to Western North Carolina runs deep, as she made the move from California in 2009 and has since planted her roots in this beautiful region. Currently, she is renovating a charming 1925 farmhouse on 45 acres, transforming it into her “forever home.” Additionally, Linsey and her partner have opened a campground, inviting everyone to experience the tranquility of her slice of heaven at KampGigi.com.

Corrine Lembo
Executive Assistant

Corinne Lembo joined JMTE in December 2016 as Executive Assistant to Principal Engineer Mark Teague.

Corinne’s primary responsibilities are to provide general support and manage the flow of information to Mark. This includes managing client files, handling sensitive and confidential information, record retention, client communication, assisting in multiple aspects of our forensic engineering work such as gathering subpoenaed information, scheduling depositions, securing evidence and more. She also is a Notary Public and provides back-up assistance to the Finance Department.

Corinne moved to western North Carolina from Florida, where she worked in the court system, mostly as a court reporter. With over 20 years of experience in the legal and court services field, Corinne brings a comprehensive background in court record management, legal documentation, and client relations. Throughout her career, she has developed strong skills in maintaining accurate records, ensuring procedural compliance, and providing high-quality administrative support across various legal settings. Her experience spans from clerking court proceedings to supporting legal offices, always with a focus on efficiency, accuracy, and professionalism.

Prior to that, she worked in Texas as a Real Estate Title Insurance Closer for commercial and residential properties. Her educational background includes obtaining a Court Reporting Certificate for the State of Florida from Segal Institute for Court Reporting and a Texas real estate license from San Jacinto Junior College.

In her spare time, Corinne enjoys working with Girl Scouts of America. While in Florida, she was also affiliated with organizations that supported young people, such as Boys and Girls Clubs of America and Youth and Family Alternatives.

Jon Sears,
Operations Manager

Since joining J.M. Teague as a Data Counter in October 2015, Jon’s role on our team has continued to expand. He was named Office Manager in June 2016 and most recently became Operations Manager.

His areas of responsibility include supervising support staff; developing and managing job descriptions and employment packages; coordinating meetings, staff events and conferences; overseeing facilities maintenance; and coordinating record retention, transfer and disposal.

Jon brings a wide range of experience to J.M. Teague, from industries as varied as Disney Management, Law enforcement, Hazardous Materials removal and various marketing and sales management positions. He also holds certificates as a Human Behavior Specialist and conducts training in personnel utilization, communications within the workplace and conflict resolution.

Jon serves the community through his work with the Equalization and Review Board in Haywood County and the Town of Waynesville ABC Board. He is a single father of four and four grandchildren. He has a BA in Communications from Western Kentucky University and a BS in Theology from Beacon University.

Adam Teague,
QAQC Specialist

Adam Teague is the QAQC Specialist at J.M. Teague Engineering and Planning, where he brings a meticulous eye for detail to quality assurance and quality control. His background has been mainly in customer service and office work, but he has done everything from working at a smoothie shop to working at a kickboxing gym to a few years of warehouse work. A lifelong resident of Western North Carolina, Adam also serves as the Bookkeeper and Administrative Assistant for Voices in the Laurel, a Haywood County-based non-profit choir focused on providing young people with quality choral education in fun and innovative ways. He holds an Associate in Arts from Haywood Community College and a Bachelor of Science in Health and Wellness Promotion from the University of North Carolina Asheville. Outside of work, Adam is an avid dog lover and a fan of movies and TV, always ready to dive into the latest films and series.
